First guess is a bad DAC chip in one of the video output channels. One way
to find out for sure is to swap them with each other and see if the streaks
change axes.

  That is not the camera shaking or anything like that, that's a very good
picture of the problem. When the game is playing, as objects move about the
screen, it appears they go through a set of window blinds; i.e., all objects
have streaks of horizontal normal brightness, and streaks of horizontal dark
shades.
