Strange asteroids copyright issue

So I've gotten another asteroids board to work. Everything seems fine until
it's time to enter your high score initials. The right 2/3 to 3/4 of the
copyright text at the bottom wiggles up and down. When you hit hyperspace to
enter the first initial, the wiggle goes to about 1/2, upon enter the next
initial the wiggle goes down to the last 1/4 and when you are all done, the
wiggle goes away. It only does this on the initial entering screen, it does
this one all monitors, and xy mode oscope.

Any ideas?
