That's pretty low for +125. Something is bogging it down or it's not getting pumped up to start with.
  You could pull off the connector to the HV board and measure again. If it's still low, then check/replace the D406/D407 in that circuit where the C401/402 are.

  If it's good, but drops when connected, I'd dig around on the little HV regulator board.
