You can purchase new or used HV probes that are good to 40kV and which
plug into a standard multimeter. I bought one and I use it all of the
time on my monitors. It also works to discharge CRT's because it will
slowly drain the voltage while simultaneously showing you the precise
value of voltage.

Specifically, look for this model...

Fluke 80K-40 HV Probe.
The probe is 14" long.

I Googled some links that describe this product. Obviously you can pay
between $150 to $200 for this item brand new, but these do appear on
eBay frequently in good condition. I believe that I paid $40 for mine
and it's as good as new and it was well worth the investment.
