IEEE-488 How to?

If I wanted to play with IEEE-488 and assuming ZERO knowledge what would I
need to interface a PC to IEEE-488 equipment?

What sort of PC?

What sort of software?

Anything to watch out for?

Any & all suggestions/comments appreicated.
