Being a part of the Retrocade team I assure you the "Emulator Authors" are not
withholding data from other emulator authors. Any encrypted ROMs released to
run on Retrocade will have been encrypted by request of the owner of the
original ROMs.

It would certainly be a lot easier not to have to encrypt ROM images, yet the
only alternative to encryption would be no emulation at all.

(For what it's worth if I have anything to do with the encryption, it will not
be an easy hack to re-create the original images. I might be against not
publicly releasing rom images, but I do keep my word.)
