If you look at the assembly drawing for the spinner assembly
in the Tempest manual, you will note the absence of any bearings.

There is a shaft with the interrupter disc on it. The disc can
be moved up and down on the shaft by unscrewing the set screws
to center it in the opto interrupter path, if you think the
noise is being caused by the interrupter disc hitting the
interrupter.

Depending on how roughly the assembly was handled, the interrupter
disc may be warped. If it is warped, find a flat surface and
straighten it out.

If the noise is a 'chatter' that only occurs when you rapidly
spin the 'whirly gig', look at the plastic bushings that are
on the ends and note that they have deformed, forming a non-circular
opening.
