I think the key to doing it "cheap" (aka, less than $100 for a set) in
quanties fewer than 100 will be to find a direct ink-jet printer that
handles roll vinyl or something similar. I've got the company that did the
Multipac marquees looking around for one for me. Then, maybe pay extra to
have it over-coated or laminated with a clear plastic to protect the ink--
that might not be necessary depending on the ink type though.

I think Red Baron's side-art is only five colors, so that's nice for doing a
real silk-screen (cheaper). Printed onto lexan by a silk-screen they'd
probably be about $50 a side in quantity (and they'd be super-durable!).
Screened onto vinyl or something would even be less I'm sure. The downside
is the screens and prep would be multiple $100's, so unless you do lots
that's probably not economical.
