        It really shouldn't matter either way, since both your PCB ground
and your monitor frame ground are isolated from each other. In fact, your
monitor frame should be at earth ground if it is still in the cabinet
(usually there is a ground strap that is supposed to go to the monitor
frame) so discharging to the monitor frame and to the earth ground on an
outlet are the same thing (assuming the third prong on the plug isn't
broken off, as it often is.)
