This doesn't exist on the game today, so you'd be asking Clay to write new
speech.

Free play for these games has been talked about for some time. However,
IIRC, Eliminator and Tac/Scan really don't have an attract mode after
credits have been put on (possible burn in potential). So what really
needs to be done is to just hack the code such that pressing the player 1
button starts a 1 player game, and player 2 button starts a two player
game (this would only work during attract mode, of course), thus skipping
any sort of credit checking altogether.
