I had this idea years ago to proto on a defender pcb, i think it was a 2816 that could replace a 2716.
now i think i remember the supplier also had a 2864.
but it still needs a programmer, it just avoids the uv erase cycle.

I think you are confusing EEPROM with FLASH.
