Ampliphone help Please

I am trying to fix my Quantum. It has a blue HV board. I recapped the board,
installed new regs, and installed a Win Tron Transformer. The orgional
Problem was that the R-13 resistor burnt. It had a Red HV Transformer.

I tested the regs the voltage is 23.98 and -24.01. The R-13 resistor burnt
to a crisp again. There is a small transformer on the hv board. I am getting
24v into and out of it. Is it possible that the problem is the 555IC? I
checked all the other resistors and diode and they are fine also replaced the
other transistors.

  OK I had some extra time and a extra board so I decided to swap out one at
a time the red can and the small transformer (T1) on the board. Neither of
the parts fixed the problem. Next I swapped in a known working BU406D.
Still No Help.

Finally I changed the 555 IC. Finally this has stopped the r-13 resistor
from burning up BUT has created another problem.

  With the HV transformer on the top right as you are looking at the board
the lower cap on the left (I think it is c-4) swelled up and blew out the
top. I changed out the cap (yes they are installed correctly). The next cap
swelled and know I am blowing out the 24v regs.
