You should not use an vintage XY monitor to test boards.

If you have access to a scope, use it. It is not that hard getting to know
basic operation.

Even if you don't have a scope, use your DMM to text the XY (and Intensity)
outputs for DC. Basically you should not find any. A stiff + or - 15V at the
output is a guarantee to blow your deflection board.
