STAR TREK Board problem

My friends machine boots up but its constantly trying to draw SEGA
like when it first boots. However it cant draw it properly. My first
guess is the 2 XY boards but I dont have another board(s) to swap. And I
dont have extender boards so its shotgun troubleshooting. Anyone have an
extra cage, boards or know which component causes this. Any help
Appreciated.
