the caps are smoothing the + and - power inputs, that's why they look like they are in series.
the pins that are linked are on the ground line.
as for the rubber, look on the back of the white or black pot assembly screwed onto the hv cage, you will see them on the and of the cables.
slide them away from the pot and you can see the wire connections - sometimes broken.
