 I'm not sure why. I was looking for any physical damage and I gave
them each a slight tug to see if any of them wiggled and two of them
snapped off like twigs. The rest were fine. I'm pretty sure this
board was worked on before.

the output is inverted or not(for cocktail mode). If you are
replacing it anyway and don't want towaitfor the
new ones to arrive --
pull the chip, put in a socket, jump thepins for one of the signals
(inverted or not invereted) with a piece ofwire and see if it works.If
it's not in a cocktail table and you don't plan moving the board to
acocktail table you could just leave the correct ouput
directlyconnected and not use the switch at all, and have one less
thing to

 break.
