Its the mathbox - 4 x BitSlice CPU's - that you will struggle with to get into the FPGA (unless you make something based around the mame source code ? - Don't know if they emulate the mathbox or just do the maths) , and it needs a Pokey too....  Proms are used to store the program for the 4 Cpu's, theres some glue logic, some I/O for the game controls and stuff, and some sound circuits..
