amp flyback

Just got in the flyback for the amp in my SW. The guy
shipped it in its own box with nothing else so the
outer metallic part, not sure what it is, that is
shaped like a 'C' with a gap in the center is broken
at the top and bottom. Since the gap has a plastic
washer in it (looks like) I assume there must be some
sort of current...will these breaks make this useless
or is this just som sort of insulator?
