Arcing in tube on WG 19K6100 monitor

After moving my Space Duel, the (WG 19K6101) monitor wouldn't work. I took a peek in the back and saw a bunch of arcing inside the neck of the CRT just forward of the convergence rings. I swapped the tube with my spare 6100 and the problem follows the tube. Both 6100 chassis, HV units, and neckboards are good.

So, does this sound like a catastrophic tube failure or something that perhaps a tube rejuvination could fix? Any ideas on what exactly might cause this or possible remedies?
